What is a Federally Qualified Health Center (FQHC)?
A Federally Qualified Health Center (FQHC) can only establish in health care professional shortage areas. FQHC’s must provide services to anyone regardless of their ability to pay. A sliding fee is provided to those who qualify. Throughout the country, FQHC’s may differ in the services they provide, but the mission is always to address the health care needs of the uninsured.
Are you a free clinic?
No, Northeast Missouri Health Council, Inc. is a Federally Qualified Health Center (FQHC). All medical providers accept Medicare and MO Healthnet. Most insurance plans are accepted. Self-pay patients are welcome. Patients who qualify, are served on a sliding fee based upon income and family size.
What insurance plans do you accept?
All medical providers accept Medicare and MO Healthnet. All dentist accept MO Healthnet. Insurance coverage varies by provider. Please call the clinic of your choice to find out which of our providers is a provider for your insurance.
What form of payment is accepted?
Northeast Missouri Health Council, Inc. accepts cash, check, money order or MasterCard/Visa/Discover/American Express and some debit cards. Computerized statements are sent monthly. Standard collection procedures will be implemented for all past due accounts.
HEALTH INSURANCE AND FINANCIAL ASSISTANCE
At Northeast Missouri Health Council, Inc., we believe everyone should have access to affordable health care. We accept most health insurance and will file claims to your insurance company. Please bring along your health insurance card or information. Our sliding fee discount will be applied to any balance remaining after the insurance company has responded to the claim if you qualify for financial assistance.
We accept payment for services through the following:
- Medicare
- MO Healthnet
- Some commercial / private insurances
- Self-pay
- Sliding fee discounts for those who demonstrate the ability to qualify.
We offer a sliding fee service for patients who are uninsured or underinsured. You must qualify financially to be eligible for the sliding fee. We can apply the Sliding Fee Discount to services given by providers of Northeast Missouri Health Council, Inc. We cannot discount charges for the hospital, ambulance services, or outside physicians to whom you have been referred. Click here to view our registration and sliding fee discount application forms.

- Women’s health care, including family planning and annual gynecological exams

This program provides immunizations free of charge to children who are uninsured, or whose health insurance does not cover immunizations, and children enrolled in the MO Healthnet Program, formerly known as Medicaid.

Health Disparities Collaborative
The Bureau of Primary Health Care’s innovative Health Disparities Collaborative is a national effort developed to improve health care and to eliminate health disparities by transforming the way organizations deliver care. The program allows us to use national best practice improvement guidelines as targets for our patients and to monitor our performance. We are currently participating in the Depression and Diabetes collaborative. As part of this Health Disparities Collaborative, we are using the Patient Electronic Care System (PECS) software that links to a multi-disease clinical registry used to collect data and provide patient care guidance.
Emergency cases are referred to the nearest emergency room.
